Secondly you are gonna need a database programmer because a game like that will take a database to allow an influx of visitors. You can develop something like this very simply with minimal work using Java or Flash.
Finally you will need to design your website.
This should get you started. Check several online forums and even Craigslist for programmers looking for work. Many of them may help you out if your idea is good enough. Even better if you can do it yourself.
You can also use an old computer for a server if you so wish. Cheapest way to do it.
